CBP Form 3078 is used by licensed Cartman, Lighterman, Warehouseman, brokerage firms, foreign trade zones, container station operators, building maintenance workers, and other employees requring access to CBP secure areas to apply for an identification card so they may legally handle merchandise in CBP custody.
