Multiple, approximately concurrent rulemakings will affect OMB collections 0648-0202, 0648-0212, and 0648-0229. The effects to these three collections from RIN 0648-BF43 are being addressed through change requests. The agency is requested to submit revision requests for more substantive changes to these collections, including those required by RIN 0648-BJ38.

Final Rule 0648-BF43 NOAA’s National Marine Fisheries Service (NMFS) is proposing a change to the 0648-0212 family of forms to add a new species code to the Vessel Trip Report for Federally permitted fishing vessels. This information collection will remain unchanged, with the exception of a new species code that will be available for selection. There will be no burden added, and no additional public cost burden associated with this change.

The “Number of Respondents” and “Total Number of Annual Responses” was derived by calculating their respective average based upon submissions over the past three calendar years. (2016 – 2018). The entry for “Departure/Landing Call-In for Scallop” was removed due to that information now being solely provided via VMS (Collection 0648-0202). The wage and labor rate for computing public burden was adjusted from $18.88 per hour to $24.84 using 2018 Bureau of Labor and Statistics data. The rate used for the public cost burden in chart 13 reflects an increase of postage costs from $0.49 to $0.50.
