1. There was an increase in the number of respondents (lenders who participate in Title I loans). The number of participating lenders fluctuate; HUD used a 2-year average 2. This PRA considered data that was collected for borrowers who did not ultimately receive a Title I loan. Lenders may have determined from the application data collected that the borrower was not eligible for the Title I program.
