Under the Interstate Commerce Act,
Pub. L. No. 104-88, 109 Stat. 803 (1995), liens on rail equipment
must be filed with the STB in order to perfect a security interest
in the equipment. Subsequent assignments of rights or release of
obligations under such instruments must also be filed with the
agency. This information is maintained by the Board for public
inspection. Recordation at the STB obviates the need for recording
such a lien in individual States.

This is an existing collection,
which is being adjusted to update the burdens and costs based on
the actual number of liens recorded since the last approval of this
collection by OMB in 2017. Since then, the number of liens recorded
at the Board has decreased from 1,831 to 1,750. The non-hourly
costs were removed as outdated.
