The National Teacher and Principal Survey (NTPS), conducted every two to three years by the National Center for Education Statistics (NCES), is a system of related questionnaires that provides descriptive data on the context of elementary and secondary education. Redesigned from the Schools and Staffing Survey (SASS) with a focus on flexibility, timeliness, and integration with other ED data, the NTPS system allows for school, principal, and teacher characteristics to be analyzed in relation to one another. NTPS is an in-depth, nationally representative survey of first through twelfth grade public and private school teachers, principals, and schools. Kindergarten teachers in schools with at least a first grade are also surveyed. NTPS utilizes core content and a series of rotating modules to allow timely collection of important education trends as well as trend analysis. Topics covered include characteristics of teachers, principals, schools, teacher training opportunities, retention, retirement, hiring, and shortages. The NTPS 2019-20 preliminary activities were approved in July 2019, with a change request approved in November 2019 (OMB# 1850-0598 v.26-27). This request is to update the details of the NTPS 2019-20 sampling plan. This request does not introduce changes to the estimated respondent burden or the costs to the federal government. OMB approved the main study for 2020-21 in March 2020(OMB# 1850-0598 v.28).

The current request is to correct errors in the recently approved NTPS 2020-21 v.28 package. These errors were introduced in the process of document upload and affect burden.

The revisions made to the last approved NTPS 2020-21 clearance documents (OMB# 1850-0598 v.28) are reflected below. Blue text indicates the document in which a change was made, followed by notes regarding the edits. Black font demarks the text that remains unchanged from the last approved, while text in red font shows the revisions that were made.

Part A

A.1.4 NTPS Study Design (p. 4)

The sample for NTPS 2020-21 will include approximately 10,600 9,920 public schools and principals and 53,400 49,250 public school teachers. The respondent universe for public schools will continue to consist of all public schools in the 50 U.S. states and the District of Columbia (DC) that offer instruction in any of grades 1-12. The NTPS 2020-21 will also include a private school sample, as was done in 2017-18, with approximately 3,000 private schools and principals and approximately 6,800 6,300 private school teachers.

A.12 Estimated Response Burden (p. 14-16)

The already approved total response burden estimate for special district IRB approvals is based on 360 minutes for IRB review by one staff member, and 60 minutes per member for special district IRB panel review, assuming each panel would on average be composed of six panel members. The burden per school for reading and potentially following up on the NTPS notification letter is estimated to average about 3 minutes. Based on the estimated hourly rates for principals/administrators of $46.851, and based on 3,330 total burden hours for NTPS 2020-21 preliminary activities, the total estimated burden time cost to respondents is $156,011.

The standard procedure for estimating burden time response cost is to multiply the estimated average length of time it takes to complete the survey by the average salary. The estimated average hourly earnings of teachers is $30.382, and of principals/administrators is $47.473 in elementary and secondary schools in the May 2017 National Occupational and Employment Wage Estimates sponsored by the Bureau of Labor Statistics (BLS). Therefore, based on 3,330 total burden hours for the already approved NTPS 2020-21 preliminary activities, the associated total estimated burden time cost to respondents is $158,075, and based on an additional 42,328 total burden hours for the rest of NTPS 2020-21 activities, the total estimated burden time is 45,658 hours and the associated total estimated burden time cost to respondents is $1,714,620.

Therefore, based on 3,330 total burden hours for the already approved NTPS 2020-21 preliminary activities, the associated total estimated burden time cost to respondents is $158,075, and based on 52,585 total burden hours for the rest of NTPS 2020-21 activities; the associated total estimated burden time cost to respondents is $1,783,342.

B.1.2 Precision Requirements and Sample Sizes (p. 3)

This section details the school sample sizes and precision requirements for the NTPS 2020-21 public and private school samples.

The final NTPS 2020-21 public school sample will include approximately:

  • 10,600 9,920 schools and school principals (9,300 8,660 traditional public and 1,300 1,260 public charter), with the goal of at least 6,700 interviews for each; and

  • 53,400 49,250 teachers (46,900 43,460 traditional public and 6,500 5,790 public charter), with the goal of at least 34,700 interviews.

The final NTPS 2020-21 private school sample will include approximately:

  • 3,000 schools and school principals, with the goal of at least 1,750 interviews for each; and

  • 6,800 6,300 teachers, with the goal of at least 4,500 interviews.

Sampling – Private Schools

The NTPS private school sample will be roughly the same as the private school survey from Schools and Staffing Survey (SASS) 2011-12: a school sample size of 3,000 and about 1,750 completed school interviews. For the 2017-18 NTPS, the sample size was 4,000 (expecting 2,266 completed school interviews) to achieve sufficient power for an embedded experiment.

The sampling plan oversamples as follows:

      • Elementary schools are sampled at a rate proportional to the measure of size;

      • Secondary schools are sampled at a rate proportional to 3 times the measure of size;

      • Combined schools are sampled at a rate proportional to 1.2 times the measure of size;

      • The oversampling rates for Nonsectarian schools are increased by an additional factor of 1.25 (e.g. the oversampling rate for Nonsectarian secondary schools is 3 ×1.25 = 3.75); and

      • The oversampling rates for Baptist schools are increased by an additional factor of 1.1 (e.g. the oversampling rate for Baptist combined schools is 1.2 ×1.1 = 1.32).

For teachers, the expected number of completed interviews is estimated to be proportional to the product of the final school sampling factor and the number of full time equivalent (FTE) teachers over schools in the domain. The overall target number of completed interviews is 4,500. Assuming the attrition rate for the 2020-21 NTPS will be similar to the rate for 2017-18, the sample size needs to be 6,800 6,300 in order to yield the expected number of completed teacher interviews. The teacher sample size for a sampled school should be proportional to the product of the final teacher multiplier (based on the expected attrition adjustment factors), final school oversampling factor, and measure of size for the school.

Tables 6 and 7 show expected sample sizes, standard errors, and CVs for population percentages of 20% by key domains of school type, grade level, and region.

Table 6 presents a portion of the analysis for private schools by affiliation, grade level, and region.
