The "Hazardous Waste Electronic
Manifest Establishment Act" was signed into law by the President on
October 5, 2012, which established the authority to collect fees,
as well as the development of an electronic submission system. This
ICR covers EPA's Resource Conservation and Recovery Act (RCRA)
regulatory standards and procedures that will govern the
initiation, signing, transmittal and retention of hazardous waste
manifests using electronic documents and systems. Use of the
electronic system is optional, so the ICR also covers the
paper-based process.
