Small Business Administration Mitigation Loan - Interviews and Focus Groups

    1. Description of Instrument Pretesting

The interview guide was pretested with three respondents from Group 1a (who increased the disaster loan amount to fund mitigation against future natural disasters). Although we attempted to recruit respondents for both Group 1a and Group 1b, no respondents were successfully recruited for Group 1b pretesting.

Pretesting interviews were conducted in the same mode that will be used during data collection. Interviews lasted 20-30 minutes, and the last five minutes were reserved for a “debrief” section, in which respondents were asked whether any probes were confusing, difficult to answer/remember, if there were topics respondents felt were particularly sensitive, etc.

Analysis of pretesting results look for issues such as unclear or confusing probes, unclear or ambiguous terminology, and missing probes.

Any edits made to the Group 1a interviewer guide based on pretesting findings were carried over to the other instruments as needed.
