This information collection request would require operators of gas distribution pipeline systems to submit annual report data to the Office of Pipeline Safety in accordance with the regulations stipulated in 49 CFR Part 191 by way of form PHMSA F 7100.1-1. The form is to be submitted once for each calendar year. The annual report form collects data about the pipe material, size, and age. The form also collects data on leaks from these systems as well as excavation damages. PHMSA uses the information to track the extent of gas distribution systems and normalize incident and leak rates. PHMSA proposes to revise this information in conjunction with proposed regulatory changes made in the Pipeline Safety: Gas Pipeline Regulatory Reform NPRM. The requested revision would revise form F7100.1-1, the Gas Distribution Annual Report, to collect the total number of mechanical joint failures that occur within each calendar year.

Due to the provisions in the Pipeline Safety: Gas Pipeline Regulatory Reform Notice of Proposed Rulemaking, PHMSA is revising the Gas Distribution Annual Report to collect the total number of mechanical joint failures that occur within a calendar year. PHMSA estimates that it will take operators approximately 25 minutes (.42 hours) to add this information to the annual report. As a result, the burden for this information collection will increase by approximately 607 hours. This addition will have no effect on the total number of reports submitted.
