Previous terms continue: Approved consistent with NCHS's commitment to develop guidelines for sponsored content, including the impact on the total length of the NHIS and the criteria to be used to determine if the sponsored content is appropriate for the NHIS. Non-substantive change mechanism may be used to modify existing questions and add depth/additional detail to existing questions. Requests to add questions, including cycling modules in or out, must be consistent with the principles of the recent redesign.

The NHIS, conducted by the National Center for Health Statistics (NCHS) since 1957, collects, on an annual basis, nationally representative data on the amount, distribution, and effects of illness and disability in the population and on the utilization of health care services for such conditions. NHIS data are used widely throughout the Department of Health and Human Services (DHHS) to monitor trends in illness and disability and to track progress toward achieving many of the health objectives for the nation. The data are also used by the public health research community for epidemiologic and policy analysis of such issues as characterizing those with various health problems, measuring levels of health insurance coverage, determining barriers to accessing and using healthcare and evaluating the impact of changes in federal health programs. The current design of the NHIS questionnaire was implemented in 1997, and consists of a standard basic or Core Module, covering general health topics and demographic characteristics that are repeated annually. In addition to the Core Module, each year supplementary questions or modules are included. Topics are rotated in and out of the annual NHIS depending on funding availability and data requirements of federal programs such as Healthy People 2020. This request is to modify the National Health Interview Survey (NHIS) by (1) adding COVID-19 related content and (2) modify data collection procedures to adapt to changing field conditions due to COVID-19. This request adds 31 COVID-19 related items to and remove 4 lung cancer items from the survey beginning July 1 and ending December 31. The burden hours associated with modifying the current 2020 Quarter 3 instrument and administering the 2020 Questionnaire (including the COVID-19 items) to the 2019 sample is expected to increase the overall burden from 33,921 to 49,443 hours
As of June 14, 2020, the pandemic caused by a novel coronavirus (2019-nCoV) has resulted in 2,063,812 confirmed human infections and 115,271 deaths in the United States. However much remains unknown about the pandemic’s impact on the health and social well-being of the American public. CDC has determined that the requested revisions to this collection must be collected prior to the expiration of time periods established under Part 1320, and that this information is essential to the Centers for Disease Control and Prevention’s (CDC) emergency response to the outbreak of a novel coronavirus. This request is to add 31 COVID-19 related items to the NHIS beginning July 1 and ending December 31 and to field a follow-up telephone survey with 2019 NHIS sample adults beginning August 1 and ending December 31. CDC cannot reasonably comply with the normal clearance given the urgent necessity to collect and disseminate health care access and measurement error-related data in a timely manner. Therefore, CDC requests a 180-day emergency clearance to launch this pair of general population surveys to obtain these data.
