The Farm Service Agency (FSA) is
implementing the COVID Food Assistance Program (CFAP) for producers
of agricultural commodities who have suffered a
5-percent-or-greater income loss due to COVID-19 and face
additional significant marketing costs associated with Section 5(e)
of the Commodity Credit Corporation (CCC) Charter Act for currently
held inventories—whether caused by lower prices given significant
declines in demand, surplus production, or by disruptions to
shipping patterns and the orderly marketing of commodities.
Non-specialty crops eligible for CFAP payments include barley,
canola, corn, upland cotton, millet, oats, soybeans, sorghum, and
durum and hard red spring wheat. Payments also will be available
for specialty crops, cut flowers, orchard crops, dairy, cattle,
lamb, wool, and hogs.
On behalf of this Federal agency, I certify that

1320.8(b)(3).
