The NSGP is an important tool among a
comprehensive set of measures to help strengthen the Nation against
risks associated with potential terrorist attacks. FEMA uses the
information to evaluate applicants familiarity with the national
preparedness architecture and identify how elements of this
architecture have been incorporated into regional/State/local
planning, operations, and investments. This program is designed to
promote coordination and collaboration in emergency preparedness
activities among public and private community representatives,
State and local government agencies, and Citizen Corps
Councils.
There has been a reduction of
information being collected. However, the number of respondents for
FEMA Form 089-24 and 089-25 increased because the number of
eligible applicants increased. In prior years, nonprofit
organizations had to be located with a Urban Area Security
Initiative-designated urban area, eligibility has since expanded so
nonprofits regardless of location may apply.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
The following is a summary of the topics, regarding
the proposed collection of information, that the certification
covers:
(i) Why the information is being collected;
(ii) Use of information;
(iii) Burden estimate;
(iv) Nature of response (voluntary, required for a
benefit, or mandatory);
(v) Nature and extent of confidentiality; and
(vi) Need to display currently valid OMB control
number;
If you are unable to certify compliance with any of
