The Nonprofit Security Grant Program provides funding support for security related enhancements to nonprofit organizations that are at high risk of a terrorist or other extremist attack. The program seeks to integrate the preparedness activities of nonprofit organizations that are at high risk of a terrorist or other extremist attack with broader state and local preparedness efforts. The NSGP Investment Justification summarizes the nonprofit organizationâs mission, vulnerability assessment, and proposed project(s) details. The Prioritization of Investments Tracker is for State Administrative Agencies to use to prioritize which NSGP subapplicants/projects are recommended for funding.
The number of respondents for FEMA Form FF-207-FY-21-115 has increased since the last collection due to âadjustment,â based on the following reasons:
1. Substantial annual increases in the amount of funding appropriated by Congress for the program leads to more applications.
2. Increasing threat awareness among nonprofit organizations is prompting them to apply.
3. The statutory language determining eligibility changed from organizations at risk of a terrorist attack to organizations at risk of a terrorist or other extremist attack, which resulted in greater eligibility and, thus, more applications.
4. The profile and political capital of the program in response to growing societal trends of identity-based violence, attacks, terrorism, or extremism has increased, leading to expanded interest in the program and, thus, increased numbers of applications.
This program change is an adjustment. These four factors inherently do not affect what information the government collects or changes in the methods used to estimate burden.
The change in cost burden is due to an adjustment in the appropriated program funding and in the number of respondents for FEMA Form FF-207-FY-21-115 since the last collection update. The total Annual Cost Burden as of this collection is $803,862.
