In accordance with the Wild
Free-Roaming Horses and Burros Act (16 U.S.C. 1331-1340) and the
regulations at 43 CFR part 4700, the BLM collects specific
information from individuals in order to determine (1) if
applicants are qualified to adopt wild horses and burros, (2)
whether or not to authorize an adopter to maintain more than four
wild horses and burros, (3) whether or not to grant requests for
replacement animals or refunds, and (4) whether or not to terminate
a private maintenance and care agreement.
US Code:
16 USC 1331-1340 Name of Law: Wild Free-Roaming Horses and
Burros Act
The program changes include
amending an existing Form 4710-24, to include foster care program,
volunteer partnership program, and training programs. These changes
have no impact on the estimated average response time. We are
requesting an adjustment increase of 148 hours. This adjustment
results from correcting a previous error in the burden calculations
for the form 4710-24. Previously, the burden was calculated on an
estimated average response time of 10 minutes; however, the form
notes that the estimated average response time is 30 minutes.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
The following is a summary of the topics, regarding
the proposed collection of information, that the certification
covers:
(i) Why the information is being collected;
(ii) Use of information;
(iii) Burden estimate;
(iv) Nature of response (voluntary, required for a
benefit, or mandatory);
(v) Nature and extent of confidentiality; and
