In accordance with the Wild Free-Roaming Horses and Burros Act (16 U.S.C. 1331-1340) and the regulations at 43 CFR part 4700, the BLM collects specific information from individuals in order to determine (1) if applicants are qualified to adopt wild horses and burros, (2) whether or not to authorize an adopter to maintain more than four wild horses and burros, (3) whether or not to grant requests for replacement animals or refunds, and (4) whether or not to terminate a private maintenance and care agreement.
