The Historically Black Colleges and Universities (HBCU) Program and the Student Aid and Fiscal Responsibility Act (SAFRA) of 2009 are authorized by Title III, Part B and Part F. The purpose of these programs is to provide historically Black institutions with resources to establish or strengthen their physical plants, financial management, academic resources, and endowments.

Section 314(a)(2) of the Coronavirus Response and Relief Supplemental Appropriations Act, 2021 provides funding for grants to historically black colleges and universities (HBCUs). This change request updates the approved HBCU application to include two data points needed to calculate awards under this section. We expect an increase of 1 hour per grantee, for a total of 97 burden hour.
