Abstract: The Vertical Tandem Lifts (VTLs) Standard requires employers to develop, implement, and maintain a written plan for transporting vertically connected containers in the longshoring and marine terminal industries. The written plan is necessary for the safe transport of VTLs in the marine terminal where factors affect the stability of a VTL which has a higher center of gravity than a single container.

Short Statement: OSHA is requesting an increase of 22,744 hours in the currently approved burden hours from 512 hours to 23,256 hours. This increase is due to the addition of two new paragraphs to the collections; (1) paragraph §1917.71(a)(1) – (a)(3), (b)(2)(i) and (ii) - Labeling of Intermodal Containers and; (2) §1917.71(i)(8)(iv) through (vi) - Testing, Certification, and Labeling of Interbox Connectors. This is a revision to the currently approved burden hours that includes an adjustment decrease of 36 from 512 to 476 hours and a program change increase of 22,268 hours. Based on staff expertise with marine terminals, the Agency estimates of the number VTLs are based on the updated establishment data from the North American Classification Information System retrieved from the 2017 County Business Patterns. OSHA realized with the renewal of this request that although new data collections were created when the standards were amended during the publication of the Federal Register on July 21, 2014 (79 FR 22018) they were not added to the collection.
