The Vertical Tandem Lifts (VTLs) Standard requires employers to develop, implement, and maintain a written plan for transporting vertically connected containers in the longshoring and marine terminal industries. The written plan is necessary for the safe transport of VTLs in the marine terminal where factors affect the stability of a VTL which has a higher center of gravity than a single container.

OSHA is requesting an adjustment decrease in burden from 23,256 hours to 22,932 hours, a difference of 324 hours. The decrease is due to a reduction in the number of containers per establishment, from 2,950 to 2,906. The agency is retaining the data for the 18,806 container vessel calls processed a year between the total 49 ports.
