SUBJECT: Justification for the Use of Social Security Numbers in the Problematic Sexual
Behavior in Children and Youth Information System, DPR 50 - Approval
Thank you for completing a review of Social Security Number (SSN) use within this
system. The Defense Privacy, Civil Liberties, and Transparency Division (DPCLTD) has
reviewed and approved your request to use the SSN for the following Acceptable Use(s): (8)
Computer Matching and (11) Legacy System Interface.
An approval of SSN use is granted through September 30, 2022, to support plans to
compare data from this system of records with Military Criminal Investigative Organizations
(MCIOs) data on open investigations, provided legislative authorization to do so is obtained.
The SSN requirement for this system of records originates from the anticipated need to use the
SSN as the key to match the children’s records in this system against the MCIO records, which
use the SSN of the children as the main identifiers.
While this system has been identified as requiring the collection, maintenance and use of
the SSN, you must ensure this data is afforded the highest protections practicable through use of
appropriate administrative, technical and physical safeguards. Please maintain a copy of your
justification and this approval in your records.
The reference number for this approval is listed at the top of this memorandum.
