Request for Emergency Approval for a New Information Collection
Package—Spot Market Hog Pandemic Program (SMHPP) .
This request is for OMB review and emergency approval of a collection of information
necessary to implement the Spot Market Hog Pandemic Program (SMHPP) for the hog
producers who faced the greatest reduction in market prices due to the COVID-19
pandemic. The Farm Service Agency (FSA) could not obtain OMB approval under the
normal clearance under the Paperwork Reduction Act to begin the SMHPP quickly. FSA
is using SMHPP funds provided by the Coronavirus Aid, Relief, Economic Security
(CARES) Act (Pub. L. 116-136) to assist producers with hog operations that is essential to
the USDA mission to cover the financial losses for the negotiated sold hogs through a
negotiated sale from April 16, 2020, through September 1, 2020.
The sign-up period for SMHPP payments is December 13, 2021, through February 25,
2022. The Notification of Funding Availability (NOFA) will be published in the Federal
Register to provide guidance and notify applicants of the sign-up period. Also, the
eligibility requirements, payment calculation, and application procedure for SMHPP are
included in the NOFA. FSA expects approximately 23,113 producers to apply for
payments under SMHPP.
FSA needs to collect the following information from applicants:
• AD-2047, Customer Data Worksheet (if applicable)CCC-901, Member
Information for Legal Entities, if applicable
• CCC-902, Farm Operating Plan for Payment Eligibility
• CCC-941, Average Adjusted Gross Income (AGI) Certification and Consent to
Disclosure of Tax Information
• FSA-1123, Certification of 2020 AGI (if applicable)
• AD-1026, Highly Erodible Land Conservation (HELC) and Wetland
Conservation Certification.
We are requesting emergency approval of a new information collection package by December
13, 2021, to quickly provide assistance to SMHPP producers.
