FSA will make payments to small and medium hog producers operations for financial losses of hogs sold through negotiated sale frombetween April 16, 2020, through September 1, 2020, due to low market prices as a result of COVID-19
The Spot Market Hog Pandemic Program (SMHPP) for the hog producers who faced the greatest reduction in market prices due to the COVID-19 pandemic will be implemented. The Farm Service Agency (FSA) could not obtain OMB approval under the normal clearance under the Paperwork Reduction Act to begin the SMHPP quickly. FSA is using SMHPP funds provided by the Coronavirus Aid, Relief, Economic Security (CARES) Act (Pub. L. 116-136) to assist producers with hog operations that is essential to the USDA mission to cover the financial losses for the negotiated sold hogs through a negotiated sale from April 16, 2020, through September 1, 2020.
