A Declaration of Inspection (DOI) documents the transfer of oil and hazardous materials, to help prevent spills and damage to a facility or vessel. Persons-in-charge of the transfer operations must review and certify compliance with procedures specified by the terms of the DOI.

Title 33 CFR 156.150 and 46 CFR 35.35-30 are available at—https://www.eCFR.gov, select TITLE 33 – NAVIGATION AND NAVIGABLE WATERS or TITLE 46 – SHIPPING, and follow to the respective part/section of the regulation.

When must information be submitted to the Coast Guard?

The information is not submitted to the Coast Guard; rather the DOI must be available for inspection during the transfer and retained for at least 1 month thereafter.

The information is not submitted but rather must be available for inspection. The DOI may be in written or electronic form.

What happens when complete information is received?

The DOI will be verified during normal Coast Guard inspections. No specific documentation will be issued by the Coast Guard.
