Cost to review and approve OSRPs, PHMSA used annual wage data from the Office of Personnel Management (OPM) to estimate wages for its staff at the 2021 General Schedule (GS) level 14, step 1, wage class for the Washington-Baltimore-Northern Virginia metropolitan area.
