The Special Milk Program encourages the consumption of fluid milk by children in nonprofit schools of high school grade and under, nonprofit nursery schools, child care centers, settlement houses, summer camps, and similar nonprofit institutions devoted to the care of children, which do not participate in a food service program authorized under the CNA.

This collection is currently approved with 13,325 hours and 88,407 responses. Since the last renewal, FNS determined that the non-profit child care facilities and nursery schools, which were originally designated as State, Local, or Tribal respondents, should be reclassified as non-profit business (private sector) respondents. This reclassification does not impact the total burden for the collection but rather redistributes the burden. Instead of the entire 13,325 hours and 88,407 responses being attributed to the State, Local, and Tribal respondents, FNS estimates that the burden for these respondents will be 12,673 hours and 85,217 responses, while the non-profit business (private sector) respondents have the remaining 652 hours and 3,190 responses. The burden for this revision remains unchanged at 13,325 hours and 88,407 responses.
