2022 Hollings Preparation Program (HPP)
The National Oceanic and Atmospheric Administration (NOAA) seeks to prepare students for career
development opportunities in atmospheric and ocean sciences. NOAA aims to support a diverse* and
qualified pool of applicants. The Hollings Preparation Program (HPP) will prepare undergraduate freshmen
to be competitive applicants for the full NOAA Hollings Scholarship in their sophomore year of college.
Successful HPP applicants will be paired with NOAA mentors primarily on the West Coast, including
California, Oregon, Washington, Hawaiʻi, and Alaska, for four to six weeks during the summer of 2022. More

Who qualifies?

Freshman undergraduates interested in pursuing NOAA-related science, research, policy, management,
and education who:
• Have a 3.0 or higher GPA
• Are U.S. citizens, maintain health insurance, and are able to obtain a low-level government security
clearance upon acceptance into the program.
• Available for a 4-6 week, full time internship (160-240 total hours) during the summer including
mandatory participation in an opening event on July 6, 2022, a twice weekly webinar series, and a
closing event on August 19, 2022 where interns will be required to present their work. Interns will consult
with their mentors to develop a specific work schedule.

• Apply by sending a cover letter and resume to: [email protected] by March 11, 2022
• Successful applicants will undergo mandatory security clearance prior to beginning their internship and will
be asked to provide fingerprints, proof of U.S. citizenship, and other required information. Fingerprinting
costs will, in most circumstances, be paid initially by the students then be reimbursed during the internship.
Students will also be asked to provide qualifying information such as health insurance** and High School
GPA prior to beginning their internship.
• Your application should highlight how your academic and career goals align with NOAA and how this
opportunity will help you achieve those goals. Cover letters should be one page, clearly written, and
include a summary of professional and life experiences that demonstrate your capacity to work and learn in
diverse settings. Because HPP internships do not include travel or housing costs***, the cover letter should
indicate the location where you will be living during the summer. It is important that applicants identify a
single location - applications that identify multiple locations may be removed from further consideration.
Also indicate if you are open to a remote or virtual internship.
• Students who subsequently apply and are accepted into the full Hollings Scholarship Program will
participate in a 10-week internship at a NOAA office (opportunities available nation-wide) in summer 2024,
and travel to Washington D.C. in August 2024.
*NOAA defines diversity as “the mixture of unique attributes that shape an individual’s identity which they bring into the workplace to help NOAA accomplish its
goals. Diversity refers to demographic diversity (e.g., race, gender, sexual orientation), experiential diversity (e.g., affinities, hobbies, and abilities), and cognitive
diversity (e.g., sensory processing and problem solving).”
**Government sponsored healthcare programs qualify.
*** Some exceptions may be possible at the discretion of the Office of Education based on unique circumstances (e.g., mentors are available in remote locations).

completing and reviewing the information collection. All responses to this information collection are required to obtain

Privacy Act Statement
Authority: The collection of this information is authorized under 5 U.S.C. 301, Departmental Regulations and 15 U.S.C.
1512, Powers and duties of Department.
Purpose: NOAA’s Office of Education proposes to collect contact information and associated background information of
undergraduate and graduate students, as well as recent graduates, for the purpose of tracking scholarship recipients’
academic progress, making annual financial awards, and tracking graduate studies and career progress. Demographic
information will be used to measure the success of stated Diversity, Equity, Inclusion, and Justice (DEIJ) goals only.
This information will not be used to determine program eligibility.
NOAA Routine Uses: NOAA will use this information to evaluate and assess student data and information for the
purpose of selecting successful candidates for scholarships, fellowships and internships, generating internal NOAA
reports, and articles to demonstrate the success of its program.
Disclosure of this information is permitted under the Privacy Act of 1974 (5 U.S.C. Section 552a) to be shared among
NOAA staff for work-related purposes. Disclosure of this information is also subject to all of the published routine uses
as identified in the Privacy Act System of Records Notice Commerce/NOAA-14, Office of Education, Educational
Partnership Program (EPP); Ernest F. Hollings Undergraduate Scholarship Program and National Marine Fisheries
Service Recruitment, Training, and Research Program.
Obligation to Respond: Furnishing this information is voluntary; however, failure to provide information may prevent
consideration of your application for the program.
