Abstract: In 2018, the Administration for Children and Families (ACF) Children’s Bureau awarded the first round of funding for Community Collaborations to Strengthen and Preserve Families (also referred to as Child Welfare Community Collaborations [CWCC]) grantees. A second cohort of CWCC grantees was funded in FY2019. A main goal of the CWCC grants is to improve systems to prevent child abuse and neglect. In an effort to understand how grantees used grant funding to address the goals and requirements outlined in the Funding Opportunity Announcement (FOA), ACF launched this CWCC cross-site process evaluation of the CWCC grantees in 2020. This evaluation is necessary for ACF to understand how CWCC grantees implement primary prevention practices to reduce child abuse and neglect, and to identify factors that can promote or impede cross-agency collaboration. ACF contracted with Abt Associates and Child Trends to conduct a cross-site process evaluation of the CWCC grantees. This current request is to allow the Contractor to complete data collection activities as designed in order to answer ACF’s study research questions. To date, three of four planned waves of data collection have been conducted with one cohort of grantees and two of four planned waves of data collection with the second cohort of grantees have been conducted. The third wave of data collection focuses on grantees’ strategies and activities at full implementation, while the fourth wave of data collection targets grantees’ plans and strategies for sustaining project activities after funding has ended. Collecting the third and fourth waves of data will enable ACF to answer key research questions about both implementation and sustainability that would not be answered if the data collection is not conducted. Each wave of data collection includes a brief survey about collaboration and a site visit (virtual or in-person) during which Contractor staff interview leaders and staff from the CWCC lead grantees’ and partners’ organizations as well as observing key project activities.
