1. This memorandum is to satisfy the requirements of DoDI 1000.30 requiring justification to
collect and use the SSN within a system of records. The SSN is one of the categories of records
described in the subject System of Records Notice (SORN). The need for the use of the SSN in
this system of records falls under DODI 1000.30, Enclosure 2, section 2, paragraph c: “(3)
Security Clearance Investigation or Verification. The initiation, conduct, adjudication,
verification, quality assurance, and billing fund control of background investigations and security
clearances for contract employees in the USCENTCOM area of operations requires the use of the
SSN.
2. The SSN is the single identifier that links all of the aspects of these investigations together.
This use case is also linked to other Federal agencies that continue to use the SSN as a primary
identifier”. SSN collection is needed in order to conduct security background checks on
individuals. If the SSN is not provided, criminal background checks could not be conducted. In
addition, the SSN is also needed to authorize the individuals covered by this SORN to carry
arms.
3. My signature below constitutes approval and justification for continued use and storage of
SSNs in the “Joint Contingency Contracting System (JCCS)” system of records and the Civilian
Arming and Authorization Management System (CAAMS).
