Abstract: The Implementing Recommendations of the 9/11 Commission Act of 2007 (9/11 Act), requires the development, submission to TSA for approval, and implementation of a security training program for frontline employees of certain surface transportation providers. Because of this mandate, TSA is publishing a notice of proposed rulemaking (NPRM) that would require the collection of information to implement the regulatory requirements.

Short Statement: TSA adjusted the Security Training Programs' (STPs) respondents as freight railroad and Public Transportation and Passenger Railroad (PTPR) owner/operators required to submit STPs have already completed this requirement and now only submit amendments. TSA is not anticipating any new STPs for freight railroad and PTPR owner/operators. In addition, TSA adjusted the respondents for recordkeeping and reporting, using actual data from the past three years.
