The Implementing Recommendations of the 9/11 Commission Act of 2007 (9/11 Act), requires the development, submission to TSA for approval, and implementation of a security training program for frontline employees of certain surface transportation providers. Because of this mandate, TSA is publishing a notice of proposed rulemaking (NPRM) that would require the collection of information to implement the regulatory requirements.
TSA adjusted the Security Training Programs' (STPs) respondents as freight railroad and Public Transportation and Passenger Railroad (PTPR) owner/operators required to submit STPs have already completed this requirement and now only submit amendments. TSA is not anticipating any new STPs for freight railroad and PTPR owner/operators. In addition, TSA adjusted the respondents for recordkeeping and reporting, using actual data from the past three years.
