Abstract: This ICR collects information from chemical facilities to: (1) identify those which are high risk chemical facilities, (2) conduct detailed consequence and vulnerability assessments, (3) evaluate the security measures in site security plans, (4) provide training and collect applications to be a CVI Authorized User, (5) collect applications for to be granted access to the appropriate DHS IT System which supports this collection, and (6) collect information which enables the department to respond to questions from the public about the chemical security program this collection supports.

Short Statement: Based on historical data, CISA made several revisions to the burden estimates since the information collection’s last approval in July of 2019. The revisions modified the number of respondents and the estimated time per respondent with the most significant increases present in the Top Screen and Site Security Plan instruments. CISA also increased the wage rate and compensation factors used to calculate the labor cost incurred by respondents.
