This information collection is necessary to facilitate the creation and use of a database to help address the problem of unwanted calls to reassigned numbers. The database will enable any caller to verify whether a number has been reassigned before calling that number, and it will help consumers avoid unwanted calls intended for others. Therefore, the Commission is seeking OMB approval for a new collection and requests a new OMB Control Number for the information burdens associated with the Reassigned Numbers Database.
The initial information collection submission was prepared prior to the technical requirements document for the database being prepared or the database becoming operational. We now have one year of operational data from which brought about adjustments/decreases to this collection are as follows: -2,408 to the annual number of respondents, -15,360,395 to the annual number of responses, and -275,495 to the annual burden hours.
On behalf of this Federal agency, I certify that the collection of information encompassed by this request complies with 5 CFR 1320.9 and the related provisions of 5 CFR 1320.8(b)(3).
The following is a summary of the topics, regarding the proposed collection of information, that the certification covers:
(i) Why the information is being collected;
(ii) Use of information;
(iii) Burden estimate;
(iv) Nature of response (voluntary, required for a benefit, or mandatory);
(v) Nature and extent of confidentiality; and
(vi) Need to display currently valid OMB control number;
If you are unable to certify compliance with any of these provisions, identify the item by leaving the box unchecked and explain the reason in the Supporting Statement.
