Terms of Clearance: Prior to the re-submission of the information collection (IC) “Medicare Current Beneficiary Survey (MCBS)” (0938-0568), CMS will develop, cognitively test, propose to add a set of Inflation Reduction Act (IRA) focused questions on the beneficiary centric policies in the 2025 survey. These additional questions could ask about awareness and use of newly introduced benefits such as the elimination of vaccine cost sharing, annual out-of-pocket spending cap, and/or out-of-pocket smoothing. CMS will design these questions based other its recent experience with similar questions such as those focus Medicare Saving Programs and other programs focused on increasing access to care. Also, CMS will assess linguistic preferences across the Medicare population and translate this IC into additional languages as appropriate in order to increase access and reduce health disparities.

Abstract: The Medicare Current Beneficiary Survey (MCBS) is a continuous, multipurpose survey of a nationally representative sample of aged, disabled, and institutionalized Medicare beneficiaries. MCBS, which is sponsored by the Centers for Medicare & Medicaid Services (CMS), is the only comprehensive source of information on the health status, health care use and expenditures, health insurance coverage, and socioeconomic and demographic characteristics of the entire spectrum of Medicare beneficiaries.

Short Statement: The burden is reduced from prior estimates based on several factors. The expected number of completes in 2024 is lower than in the previous clearance by 983 interviews, thereby resulting in reduced annual burden estimates. The annual burden change from the current clearance, reflecting the increased burden of adding 14 new questions, and the decreased burden of reducing COVID-19 items in the Community and Facility instruments and using the most current survey actuals for projected interview completes and survey length. In sum, the reduction is due in part to the reduction of COVID-19 content as well as the use of the most current projections of number of completed interviews and survey length.
