Abstract: This information is necessary to ensure compliance with the international requirements of the STCW Convention, and to maintain an acceptable level of quality in activities associated with training and assessment of merchant mariners. Respondents are owners and operators of vessels, training institutions, and mariners. 46 U.S. Code (U.S.C.) Chapter 71 is the statutory authority.
