USDA’s Food and Nutrition Service Agency (FNS) partnered with Accenture and Abt Associates (Project
Team) to evaluate equity in program access and service delivery of States’ SNAP Nutrition Education and
Obesity Prevention Grant Program (SNAP-Ed) programs. The Project Team’s evaluation approach will
leverage a variety of methodologies, including a series of virtual listening sessions with key SNAP-Ed
stakeholders to identify challenges and best practices in the equitable allocation of State SNAP-Ed
funding and service delivery among diverse racial and ethnic groups, indigenous communities, individuals
with disabilities, and urban and rural geographic locations. This evaluation will result in innovative strategies
and action-oriented recommendations that will inform continuous program improvements, technical
assistance, and trainings to address equity in State SNAP-Ed service delivery.

LISTENING SESSION FOCUS AREAS

END-TO-END
SERVICE DELIVERY

These sessions will provide insights on the full SNAP-Ed lifecycle, beginning
from notification and promotion practices, through program planning and service
delivery. Topics may include actions agencies use to promote SNAP-Ed
services, needs assessment methodologies, and challenges and noteworthy
practices delivering accessible and inclusive programs and services to
historically underserved communities.

NOTIFICATION
PRACTICES

These sessions will provide insights on the practices used to notify potential
SNAP-Ed participants, specifically potential participants from historically
underserved populations or communities. Topics may include actions agencies
use to promote SNAP-Ed services, including direct notification, challenges and
successes when reaching out to potential SNAP-Ed participants, and the extent
to which SNAP-Ed promotion practices foster inclusivity.

PROGRAM
PLANNING

These sessions will provide insights on the approaches used to identify the
population health-related nutrition and physical activity needs of populations and
the extent to program planning practices target identified gaps and assets.
Topics may include needs assessment methodology, and challenges and
noteworthy practices in program planning, particularly for historically
underserved populations.

SERVICE DELIVERY

These sessions will provide insights on the strategies used to develop and
deliver inclusive and accessible SNAP-Ed programs and services to underserved
populations. Topics may include strategies used to maximize program reach,
practices used to develop inclusive programming, and challenges and
noteworthy practices delivering services to historically underserved populations.

This information is being collected to assist the Food and Nutrition Service (FNS) in obtaining feedback
related to the evaluation of equity in Supplemental Nutrition Assistance Program Nutrition Education
(SNAP-Ed) service delivery. This is a voluntary collection and FNS will use the information for service
improvement, training and technical assistance development, and program management purposes. The
collection does request personally identifiable information but the information collected will not be
included in records that are subject to the Privacy Act of 1974. Responses will be kept private to the
extent provided by law. According to the Paperwork Reduction Act of 1995, an agency may not conduct
or sponsor, and a person is not required to respond to, a collection of information unless it displays a
valid OMB control number. The valid OMB control number for this information collection is 0584-0611.
The time required to complete the listening session information collection is estimated to average 90
minutes per listening session, and no more than 2 hours total, including the time for scheduling listening
sessions, introductions and instructions, and questions and answers. The time to read this
