In accordance with 5 CFR 1320, the information collection is approved for three years. OMB reminds the Agency; however, it should consult with up to 9 outside entities at least once every 3 years even if the collection of information has not changed. The Agency is required to calculate burden based on the estimated burden for the three-year period approved by this ICR and not based on the actual burden of the previous three years.

Abstract: This control number covers paperwork requirements for operators and operating rights owners in the National Petroleum ReserveâAlaska (NPRA). In accordance with the National Petroleum Reserves Production Act (42 U.S.C. 6501 through 6508) and regulations at 43 CFR 3130, 3133, 3135, 3137, and 3138, a respondent may apply to the Bureau of Land Management (BLM) for a competitive oil and gas lease and may propose a unit agreement that meets the requirements for unitized exploration and development of oil and gas resources of the NPRA. This request is being submitted to OMB in association with the BLMâs final rule pertaining to fluid mineral leasing requirements (RIN 1004-AE80).
