Abstract: This control number covers
paperwork requirements for operators and operating rights owners in
the National Petroleum Reserve–Alaska (NPRA). In accordance with
the National Petroleum Reserves Production Act (42 U.S.C. 6501
through 6508) and regulations at 43 CFR 3130, 3133, 3135, 3137, and
3138, a respondent may apply to the Bureau of Land Management (BLM)
for a competitive oil and gas lease, and may propose a unit
agreement that meets the requirements for unitized exploration and
development of oil and gas resources of the NPRA. This request is
being submitted to OMB in association with the BLM’s proposed rule
pertaining to fluid mineral leasing requirements (RIN
1004-AE80).

The proposed rule would
introduce new filing fees for the following information
collections, resulting in a new non-hour burden cost of $1,320. The
adjustment increases of 3 responses and 3 burden hours result from
more precisely capturing the burden for participating area
agreement.
