The Fleet Description should detail all vehicles anticipated to be replaced under the project and, to the extent details are known at this time, all replacement vehicles that will be purchased using Clean Heavy-Duty Grants funding. Please fill out shaded cells highlighted blue with a diagonal pattern (///) to the best of your ability. Fields in yellow will be automatically populated based on previous responses. Finally, fields shaded in white are highly encouraged, but optional, as these data may not be known at the time of application. This Fleet Description is broken into two sections: 1) Current Vehicle Information and 2) New Vehicle Upgrade Information. The sheet has capacity for 100 vehicles. Please refer to the Fleet Description data definitions on tab 4 (Data Dictionary) for additional guidance on each field.

Comment:
@Harrison, Sarah (she/her/hers) Should census track info from CEJST be added to the template?
Reply:
No, based on ongoing discussions with NOFO development and with OAR & OEJECR, we are sticking to a county-scale place of performance given the large geographic area over which projects are implemented and over which emissions avoided might accrue (e.g., counties)
Reply:
Perfect! One last question. Do you need to capture data related to the categories of burden at all?

Do we care about this? What will we do with this data?
Reply:
It's captured in DERA and percolated through to CHDV. If it's not needed, we can strike

Comment:
I think this field could be kept optional
Reply:
Does CHDV require scrappage? If not required, are there bonus points for doing so?
Reply:
We will likely be requiring scrappage as it is worded in the statute as a vehicle replacement program. I might have missed the word "anticipated" earlier when I reviewed this, I was thinking that if it is model year 2010 or older and they have the option to donate or sell, they might not know which one they are planning to do yet. But I think we could actually still keep this as required, understanding that with the "anticipated" language the disposition method may change as they get further into their project
Reply:
Removed "Waiver" option, and replaced with state and county where sold or donated vehicle will operate (if known)

would it be useful to specify a specific way to separate multiple zip codes? (comma, semicolon?) and same thing for other columns where they can include multiple zip codes
Reply:
May be good to ask Stacie if there's a specific format that is best for GDIT

Comment:
Maybe make this optional as well? I'm thinking of cases where a vehicle type might be on the cusp of vehicle class sizes and variations between model types may keep it as class 6 or push it into class 7? If they don't know exactly what vehicle they are purchasing, they might not know this
Reply:
I think we can still ask them to provide this, knowing that it's not binding. Would be good to get a sense of if they're scaling up, down, or trying to keep it the same

Comment:
Can make this optional as they might not have concrete vehicle prices at the time of application
Reply:
They should have an estimate, as listed in their proposed budget, even if this number will likely change once actually purchased

Comment:
Some weird formatting thing is happening where I can't remove the 2?
Reply:
This is because the entire page is an Excel Table, which can't have duplicate names. To get around this, I can either redo the entire table to not be an Excel Table or I can work some font size/color magic to hide the 2?

Below are three tables (Table 3, Table 4, and Table 5), and an additional text field. Please complete all 4. The EVSE Equipment Information (Table 3) should detail all electric vehicle supply equipment (EVSE) and supporting infrastructure purchased under the project. Table 4 focuses on on-site power generation systems and Table 5 on battery storage systems. For school district applicants the infrastructure needs to be listed by school district and/or city. That is, if School District A and School District B are procuring the same EVSE, the EVSE will appear as two separate EVSE Groups. Similarly, for large school districts, if EVSE are being installed in two different locations, the EVSE needs to appear as two separate EVSE Groups. The EV Infrastructure worksheet should be updated quarterly as EVSEs and supporting infrastructure are procured and installed. Please fill out shaded cells highlighted blue with a diagonal pattern (///) to the best of your ability. Note, additional rows may be added as needed to capture all equipment. Fields in yellow will be automatically populated based on previous responses. Finally, fields shaded in white are highly encouraged, but optional, as these data may not be known at the time of application. Please refer to the EV Infrastructure data definitions on Tab 4 (Data Dictionary) for data field definitions. Reminder: All Level 2 EVSEs must be ENERGY STAR certified. All EVSE, on-site power generation systems, and battery energy storage systems (BESS) must comply with Build America, Buy America (BABA) requirements. See below for more information on BABA. |

On November 15, 2021, the Infrastructure Investment and Jobs Act ("IIJA"), Pub. L. No. 117-58, which includes the Build America, Buy America Act (BABA), Public Law 117-58, §§ 70901-52, was signed into law. BABA requires that on or after May 14, 2022, all of the iron, steel, manufactured products, and construction materials used in infrastructure project are produced in the United States. If award recipient will be installing, upgrading, or replacing “infrastructure,” then BABA requirements apply to the infrastructure project, regardless of whether or not the infrastructure project was the primary basis for the award. Additionally, BABA requirements apply even if the award recipient will be using another source of funding, whether in part or wholly, for the infrastructure project. Comment:
I think columns B-G should be optional, if they don't already know their vehicle model, they would not know this information
Reply:
Agree that C-G can move to optional; I'd like to keep Type of Charger to help us at least count how many chargers/if they are asking for chargers at all. Would you be opposed to including another dropdown option that says "Not known at this time"?

Comment:
similar to bus costs, they might not know this, so this could be optional. or at least if we want them to provide something, make it clear that it can be their best estimate given the info they currently have if they don't have exact prices in front of them

Opting to leave here, based on Kayla's comments on vehicle costs. It's not binding, but it will help us gauge the reasonableness of budget

could add N/A as an option to the dropdown here
Reply:
Done! And updated the conditional formatting to align with the input of this field (if NA, then columns Z and AA for that row will hatch out)
If serving school districts, will the EVSE serve multiple school districts within this project? |
Name of the School District(s) the EVSE will serve (if applicable; use a semicolon between school districts) |
NCES ID of School District that the EVSE will serve (if applicable; use a semicolon between school districts) |

they also may not know this or at least have an exact number at the time of application, so I think this could possibly also be optional
