Rural Development implemented a consolidated guaranteed loan platform. The guaranteed loan platform combined the following guaranteed loan regulations into a consolidated rule: (1) the Community Facility Program, (2) the Water and Waste Disposal Program, (3) the Business and Industry Program, and (4) the Renewable Energy Systems and Energy Efficiency Improvements Program under Title IX, Section 9006 of the Farm Security and Rural Investment Act of 2002 (FSRIA 2002). These programs provide loan guarantees for a variety of projects intended to improve the economies of rural America.
As this is a relatively new program â implemented in Fiscal Year 2020, previous estimates were based on expected participation and little practical experience. The programs incorporated into the OneRD guarantee program have generally increased their application numbers and two programs, B&I and REAP had significant increases in funding levels which has allowed them to increase the number of awards. The estimated increase is due to the annual cost burden being updated to better represent what actually occurs with the Program. Inflationary pressures on wages also contributed to the increase. Additionally, since the inception of the program changes were made to forms, forms were added and some required items that were not previously included we added to this package.
