From the previous Terms of Clearance the report on efforts undertaken to increase response rate is addressed in sections 1&2 and 3 of Supporting Statement B. As part of ongoing efforts to improve response rates in any cost-effective manner that finds adequate empirical support, for the next Clearance, the report (that may be separate or again in a similar section of Supporting Statement B) should include direct comparisons by size category of the quantitative effect on response rates of employing the new methods, comparing the older-method response rate with the newer-method rate, and the sub-section on nonresponse bias updated.
