The Special American Business
Internship Training (SABIT) Program of the Department of Commerce’s
International Trade Administration (ITA), is a key element in the
U.S. Government’s efforts to support the economic transition of
developing regions. SABIT participant applications are needed to
find the most qualified participants for the training programs,
participant exit questionnaires provide insight as to what the
participants have learned, success story reports track program
success.
SABIT's respondent burden hour
reduction from the last PRA renewal is due to several factors: 1.
Fewer programs per year result in fewer applications. 2. While
there are more surveys (pre/post program required for FATAA,
baseline/alumni survey), the questions have been pared down to
match SABIT's indicators to make the information easier to analyze.
3. The new technology (survey and application web-based platforms)
make it more efficient and quicker for the applicant and
survey-taker.
The SABIT Program has revised the collection
instruments but they are very similar to those used in past years.
Wording has been changed to reflect the changing needs. The changes
are minor and most are rephrasing of wording. Instructions for
filling out the form, methods of submission, and the order of
questions have been revised on the Participant Application. These
revisions are not expected to increase the response time to
complete the instruments. The surveys provided to the participants
(Pre- and Post-Program Survey) have been separated into, as their
names indicate, surveys that are taken before the program, and then
again after the program in order to better capture how well the
program performs. This information gathering is part of the
monitoring and evaluation required by FATAA.
