Each operator which seeks to obtain, or is in possession of, an air carrier or FAA operating certificate is mandated to comply with the requirements of 14 CFR part 135 in order to maintain data which is used to determine if the carrier is operating in accordance with minimum safety standards. Air carrier and commercial operator certification is completed in accordance with 14 CFR part 119. Part 135 contains operations and maintenance requirements. The burden associated with 14 CFR part 135 is associated with reporting, recordkeeping and disclosure.

In the notice of proposed rulemaking, Integration of Powered-Lift: Pilot Certification and Operations; Miscellaneous Amendments Related to Rotorcraft and Airplanes (RIN 2120-AL72), The FAA proposed a Special Federal Aviation Regulation for alternate eligibility requirements to safely certificate initial groups of powered-lift pilots. Currently, there is not an established path for the initial group of civilian powered-lift pilots to obtain the required experience to obtain a pilot certificate. Sixty-six (66) check airmen and flight instructors are estimated to be added with the incorporation of powered-lift in the three years of this information collection. The FAA did not receive any comments to the proposed revisions to this information collection. The FAA is revising this information collection as proposed. Note: The total hour burden for IC 135.63 has decreased, due to our having corrected an incorrect input in a previous submission.
