Dear (NAME),
The U.S. Department of Justice’s Bureau of Justice Statistics (BJS), in partnership with the Urban Institute (Urban), is
conducting the Census of Prosecutor Offices (CPO). CPO is the most recent iteration of BJS’ series on prosecutors,
the National Survey of Prosecutors (NSP). This data collection series examines the roles and functions of state court
prosecutor offices. Conducted periodically as a census or survey since 1990, this collection examines information on
the operational and administrative functions of the offices that prosecute criminal offenses in state courts (see National
Survey of Prosecutors (NSP) | Bureau of Justice Statistics for more information).
The main purpose of the CPO is to collect key statistics about all prosecutor offices currently operating in the U.S. A
secondary purpose is to construct and validate a reliable frame for future survey iterations of the NSP. As an initial step
to complete the census, BJS needs assistance verifying contact information for prosecutor offices. We are asking
prosecutor associations in each state to verify a list of prosecutor offices that were generated from public sources.
Can you please verify that we have an accurate and complete list of prosecutor offices for [state]? This can be done by
attaching your directory or association membership list in a reply to this email. In your reply, please let us know the
date of when it was last updated. Alternatively, we have attached an excel spreadsheet with a list of prosecutor offices
in [state] that we need verified. Please review, edit as necessary, and send the updated spreadsheet to BJS by simply
replying to this email. We ask that you verify and update the information in the attached spreadsheet or submit a copy
of your own directory by [date].
If you have questions regarding CPO, please contact George E. Browne, BJS project manager, at
[email protected] or call (202) 598-1395 or contact Andreea Matei, Urban Senior Policy Associate, at
[email protected] or call (202) 261-5477.
BJS is authorized to conduct this data collection under 34 U.S.C. § 10132. By law, BJS employees and its data
collection agents may only use your agency’s information for statistical or research purposes and must protect the
confidentiality of information identifiable to a private person [34 U.S.C. §§ 10134 and 10231]. BJS is not permitted to
publicly release your agency’s responses in a way that could reasonably identify a specific private person. Contact
information collected through this effort will not be publicly disseminated by BJS.
Thank you for your assistance in ensuring that [state] is accurately represented in this census.
Sincerely,
Kevin M. Scott, Ph.D.

Nonresponse follow up #1: State attorney associations outreach (email)
Dear x,
This is a follow-up message from [date]. The Bureau of Justice Statistics (BJS) and the Urban Institute are
identifying a comprehensive list of all prosecutor offices in the nation as part of the Census of
Prosecutor Offices (CPO).
Please verify the list of prosecutor offices in [state] to ensure we have an accurate and complete list by
sending us your membership list or making edits where necessary in the attached spreadsheet. These
items can be submitted to BJS by simply replying to this email and adding them as attachments. We ask
that you do this by [date].
If you have any questions pertaining to the CPO, please contact George E. Browne, BJS project manager
at [email protected] or call (202) 598-1395 or contact Andreea Matei, Urban Senior Policy
Associate, at [email protected] or call (202) 261-5477.
Sincerely,
[Urban staff member]
Nonresponse follow up #2: State attorney associations outreach (phone script)
Hello, this is [name] from the Urban Institute. I am calling to check if you received our previous
outreaches regarding the Census of Prosecutor Offices. The Bureau of Justice Statistics, along with the
Urban Institute, are creating a census of all state prosecutor offices. The first step in implementing the
census is ensuring we have an accurate list of all state prosecutor offices. In effort to do that, we are
reaching out to each state’s prosecutor association and asking that they submit their membership list or
review a list that we complied through online resources. Would you be able to do this for [state]?
If yes, say “Ok thank you! We will send you an email with further instructions. Can you please let us know
the best email address to reach you?”
If no, say “If you are not the person, do you have a good point of contact that can assist us? What is the
best email address or phone number to reach them?”.
Thank you!
