Good Morning, Dustin,
I just wanted to follow up with you this morning, as, per the message I sent yesterday, with the
ambitious timeline for this Emergency clearance, we need to obtain ACOSS approval for the
SAP Emergency clearance by COB tomorrow, 4/11/25, to remain on schedule for OFR
publication by Wednesday, 4/16/25 and obtain approval from OMB by 4/24/25 (for the
4/26/25 implementation:

In addition, I wanted to make sure that the phone number I used for you in the Emergency
Justification Letter is accurate, or if you need me to use a different number.
Finally, please let me know if we need to prep and send and EMAC Control to the OC for this

Transmittal document and ACOSS memo which I prepared yesterday.

As we discussed earlier today, our timeline for the SAP Emergency Clearance is an ambitious
one, which only gives the OC two days for review/approval:

To that end, I thoroughly revised the documentation OEST sent for the Emergency ICR for the
new hybrid Security Authentication PIN (SAP) process (sent COB yesterday):

Emergency ICR documentation to the ACOSS for approval:

Please let me know if you feel we need to revise the attached documents before we send them
to the ACOSS for official approval. 
In addition, per Dom Mancini’s message from January 31, 2025, OMB is now requiring any
expedited approvals, including Emergency ICRs to have review and approval from a
politically appointed agency official before we can submit them to OMB:

Please let me know if the ACOSS approval will be sufficient for OMB’s requirement that we
have review/approval from a political appointee, or if we will need review/approval from
someone else.

Finally, for the Emergency Letter to OMB, I included a phone number for you which Suzanne
Luther provided to me from a previous Congressional letter.  If that is not the phone number
you would like me to use for the OMB Emergency Letter, please send me the one to use and I
will update the Emergency Letter prior to sending it to OMB.
