IDEA Part B Data Collections Previously in EMAPS

OMB No. 1850-0925 v. 12

Introduction

Previously, the EMAPS application was used to collect metadata and two IDEA Part B data collections. During SY 2022-23 and 2023-24, EDFacts transitioned all the metadata collections from EMAPS to EDPass.

Now, EDFacts is proposing to move the two IDEA Part B data collection to EDPass. This attachment explains how each of these two data collections would be moved to EDPass.

The next collection of IDEA Part B Dispute Resolution will be next November 2025 for SY 2024-25. The next collection of IDEA MOE CEIS will be next August 2025 for FFY 2023-24. The MOE CEIS collection lags one year.

IDEA Part B Dispute Resolution

Introduction

This data collection is authorized by Part B of the Individuals with Disabilities Education Act (IDEA): 20 USC 1418 (a)(1)(F), 1418(a)(1)(H), 1418(a)(1)(G), and 1418(a)(3). This data collection requests information on the following: written, signed complaints; mediation requests; due process complaints; and expedited due process complaints.

Change in Collection

The data will be collected through one or more data files submitted to EDPass. The state submission plan would be used instead of a field for comments.

Data Collected

The existing data collection has four sections. Previously, the data collection had one field at the end for comments. With the transition to EDPass, the field for comments would be replaced with the State Submission Plan.

Introduction

This data collection is authorized by Section 618, Part B of the Individuals with Disabilities Education Act (IDEA): 20 USC 1413(f)(4) and 1418(a)(3). This data collection requests the following information for every local educational agency (LEA) or educational service agency (ESA) that receives an IDEA Section 611 or 619 sub grant: LEA/ESA allocations; Maintenance of Effort (MOE) Reduction; provision of Coordinated Early Intervening Services (CEIS) and number of children receiving CEIS.

Change in Collection

Previously, a data file was uploaded that contained the following information to associate the allocations, MOE and CEIS data with a specific LEA or ESA in the state.
