Reliability Standard TOP-003-7 applies to transmission operators and balancing authorities, for this estimate new Requirement R8 applies to the balancing authorities. After the implementation time frame balancing authorities would have a smaller continuing burden to incrementation changes to the Operating Process. With balancing authorities creating these Operating Plans, the electric grid will be better positioned to handle future extreme cold weather events. New burden was added to include 97 responses and 388 burden hours.
