Abstract: The regulations require the person in charge of certain barge fleeting facilities to keep records of twice daily inspections of barge moorings and movements of barges and hazardous cargo in and out of a facility. Respondents are operators of barge fleeting facilities. The statutory authority is 46 U.S. Code 70034 and 70051.
