The Department of Education (the
Department) amends the William D. Ford Federal Direct Loan (Direct
Loan) Program regulations issued under the Higher Education Act of
1965, as amended (HEA), to implement changes made to the
regulations. The One Big Beautiful Bill Act (OBBBA) signed into law
on July 4, 2025, made statutory changes to Direct Loans that impact
regulatory requirements found in this information collection. This
is a request for a revision of the current information collection
to include the new regulatory requirements.
These proposed rules adds
7,816,800 burden hours while also removing 1,342,686. Total, the
Department estimates there will be a net increase of 6,474,114
burden hours assessed to 1845-0021 and an additional 183,300
respondents. We are requesting a total of 11,703,140 responses and
7,366,938 burden hours be added to this collection.
