This request is submitted as a
reinstatement with change to continue to meet information
collection requirements in 42 CFR Part 65, National Institutes of
Environmental Health Sciences (NIEHS) Hazardous Waste Worker
Training. Section 126(g) of the Superfund Amendments and
Reauthorization Act of 1986 (42 USC 9960 a), which authorized the
NIEHS to administer a program of grants for the training and
education of workers who engage in activities related to hazardous
waste removal, or containment, or emergency response
operation.

Since the last approval period,
the WTP contractor that maintains the DMS has been working on a
software upgrade for the DMS, (migrating from Cold Fusion to PHP)
which will improve the security and utility of the system. However,
WTP has encountered some challenges since the last approval period
including a government shutdown from October 1 to November 13,
2025. In early December 2025, all NIEHS tool sites were
inaccessible to NIEHS staff and grantees for updates, submissions,
and general use of the products, including the DMS. The DMS is now
back online as of February 11, 2026.
