ERISA Section 104(b)(3) and the
regulation published at 29 CFR 2520.104b-10 require, with certain
exceptions, that administrators of employee benefit plans furnish
annually to each participant and certain beneficiaries a summary
annual report (SAR) meeting the requirements of the statute and
regulation. The regulation prescribes the content and format of the
SAR and the timing of its delivery. The SAR provides current
information about the plan and assists those who receive it in
understanding the plan's current financial operation and condition.
It also explains participants' and beneficiaries' rights to receive
further information on these issues.

The Department has updated the
wage rates, the estimates on the number of plans, the number of
participants and beneficiaries, and the percent of SARs that are
assumed to be distributed electronically. As a result, the number
of responses has increased by 31,657,967, the hour burden has
increased by 14,141,584 hours, and the cost burden has increased by
$28,521,976.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
The following is a summary of the topics, regarding
the proposed collection of information, that the certification
covers:
(i) Why the information is being collected;
(ii) Use of information;
(iii) Burden estimate;
(iv) Nature of response (voluntary, required for a
benefit, or mandatory);
(v) Nature and extent of confidentiality; and

number;
