Additionally, all applicants must submit comprehensive plans for long-term operations and maintenance, as well as strategies for partnering with the private sector and leveraging existing regional technology investments.
For those selected to receive grant funding, the reporting obligations become mandatory and follow a prescribed quarterly and annual frequency. Recipients must submit quarterly progress reports to monitor project status and quarterly Federal Financial Reports (SF-425) to ensure transparency and accountability in the use of federal funds. Furthermore, awardees are required by law to submit a Section 508-compliant Annual Performance Public Report starting no later than one year after the grant award for public posting by the FHWA, which must include the information required by 23 U.S.C. 503(c)(4)(F). Performance measure data must also be collected and analyzed annually to track quantifiable improvements in system efficiency and safety.
All awardees are subject to strict recordkeeping requirements under 2 CFR Part 200, which includes maintaining documentation of technical feasibility, financial stability, and audit-ready project records. The Department of Transportation (DOT) and FHWA are the primary recipients of this information, though the general public receives data through the published annual reports. The ultimate purpose of this collection is to enable the DOT to evaluate the merit of applications, monitor the performance of deployed technologies, and fulfill its oversight responsibilities while tracking regional transportation improvements.
