Annual performance and financial reports provide transparent accountability, enabling the USGS National CASC to track milestone delivery, ensure fiscal compliance, and adapt regional research agendas to pressing on-the-ground management needs. USGS has reasonably scoped the reporting burden, distributing an estimated 2,590 total annual burden hours across 307 structured responses. The allocation of 200 hours for a comprehensive 5-year host institution proposal appropriately reflects the depth required for institutional grant bidding, while the modest 2.5 to 5-hour estimates for annual reports prevent administrative burnout among partner organizations.
