On December 15, 2016, the Commission adopted the RTT Order to facilitate an effective and seamless transition from TTY technology to real-time text (RTT) over wireless IP-based networks and services. Specifically, the Commission amended its rules governing the obligations of wireless providers and manufacturers to support TTY technology to permit such providers and manufacturers to provide support for RTT over wireless IP-based networks in lieu of continuing to support TTY technology.
The Commission submits this revised information collection to the Office of Management and Budget (OMB) for the information collection requirements under OMB Control Number 3060-1248 related to the transition from text telephone (TTY) technology to support for real-time text (RTT).
The Commission has removed the six-month reporting requirement for respondents because the IP transition is essentially complete for wireless. As a result, there will be no parties seeking a waiver that would trigger filing these reports; and no party has filed a six-month report (or a request for waiver) since the last approval of this document. Therefore, the Commission makes the following program changes:
(a) the Commissionâs estimated for the total number of responses has decreased by -1,388, from 4,358 to 2,970 annual number of responses; and
(b) the Commissionâs estimate for the total number of hours has decreased by -2,238, from 71,142 to 68,904 annual number of hours.
Also, the Commission has re-evaluated the existing burdens associated with this information collection since the last time this information collection was reviewed and approved by OMB and, therefore, makes the following adjustments:
(a) the Commissionâs estimate for the total number of respondents has increased by +8, from 600 to 608 annual number of respondents;
(b) the Commissionâs estimate for the total number of responses has increased by +70, from 2,970 to 3,040 annual number of responses; and
(c) the Commissionâs estimate for the total number of hours has increased by +1,624, from 68,904 to 70,528 annual number of hours.
